Pragyan Bharati Scooty Scheme: Pragyan Bharati Scheme an Government of Assam scheme was launched in 2020 under which meritorious girls students who passed Higher Secondary (HS) final examination with 1st Division receive electric or petrol based scooty.
However starting from the year 2025, under this scheme, the government will provide scooters to all students who obtain 80% or more marks in the Higher Secondary Final Examination conducted by Assam State School Education Board. Further the award is known as as Dr. Bani Kanta Kakati Merit Award under Pragyan Bharati Scheme. For the year 2026, registration for this award starts from 29th July 2026 till 21st August 2026.

Objectives of Assam Scooty Scheme
The main objective of Distribution of Scooters are as follows:
a. To foster a sense of competitiveness and encourage students to perform better in their studies.
b. To motivate students to pursue Higher Education.
c. For better mobility of the students for facilitating easy access to higher education.
d. Enhancement of Gross Enrollment Ratio (GER) in the state of Assam.

Eligibility Criteria of Assam Free Scooty Scheme
Candidates must fulfill the following criteria to receive scooty under Dr. Bani Kanta Kakati Merit Award:
Resident-ship: Students have to be residents of the State of Assam.
Qualifying Exam: The students must obtain 80% or more marks in the Higher Secondary Final Examination, 2026 conducted by Assam State School Education Board.
Other Criteria:
- Students in the betterment and reappearance category are NOT eligible for the scheme.
- Students admitted in institutions outside the State are also eligible provided they have a valid
- PRC of Assam.
Assam Scooty Scheme Status
After the status check facility is available, the status of scooter delivery for each candidate can be checked on the same official portal. The registration fee (RTO fee) is to be borne by the families of the beneficiary students themselves. Each Scooty costs around Rs. 50000-55000 to the government.
Distribution Process of Dr. Bani Kanta Kakati Merit Award
The process of distribution of scooties under the Dr. Bani Kanta Kakati Merit Award is as mentioned below:
- The list of students with 80% above marks will be collected from Assam State School Education Board (ASSEB) Council.
- The list of beneficiaries will be uploaded in https://directorateofhighereducation.assam.gov.in/ .
- The eligible students will fill up an online application form.
- The Director of Higher Education will notify a list of Nodal Principals for smooth distribution of scooters to eligible beneficiaries.
- The Nodal Principals will be responsible for collecting the Appreciation Certificates from DHE.
- The eligible students will collect Appreciation Certificate from Nodal Principal concerned and submit the same to the allotted dealer.
- The Government will provide the amount for Scooter Registration and Insurance to the Nodal Principals. After properly verifying the beneficiary details, the Nodal Principals will release the money to the concerned dealer without delay.
- The students will collect the scooters from the dealers concerned. The students will not pay any money to the dealers for cost of registration and insurance.
- The helmet will be provided free of cost to the beneficiary student along with the Scooter. Government will not pay for any accessories.
- In case of a student’s untimely demise, the legal guardians may/ may not choose to collect the scooter.
- The beneficiaries of the Dr. Bani Kanta Kakati Merit Award under Pragyan Bharati scheme shall not be eligible for the Nijut Moina Scheme. However, if any Girl beneficiary opts out of receiving the scooter, she can apply for the Nijut Moina Scheme.
Assam Scooty Merit List 2026
Directorate of Higher Education, Assam will release the lists of eligible students for Pragyan Bharati Scooty Scheme in due course of time. The Assam Scooty Merit List 2026 can be checked from following table.
The merit list usually contains:
- Name of student
- Name of institute & address
- Name of father of the student
- Roll and No. of student
- Registration No. & session
- %age of marks obtained by student
How to apply Pragyan Bharati Scooty Scheme
Here is the basic steps to apply for Pragyan Bharati 2026:
a) The website may be visited directly on http://sebaonline.org/choiceofscooty
b) Students have to login to the system using their Roll No. as User ID and Registration No. as password.
c) The details of the students like Candidate Name, Father's Name, District, Institution name where studied last, Total Marks will be available from the result data.
d) There will be two types of Scooty ( e.g Electrically operated and Petrol operated) and the students have to mark their choice of variant within 10 days of publish.
e) Students has to provide their Address for communication along with Mobile No. and email id (if available).
f) On submitting the request online, student will get an acknowledgement slip for the same.

Note:
- Download and take a print out of the Acknowledgement Receipt and keep it for future reference.
- If any student does not mark her selection about the variant of the scooty within the stipulated time frame then her selection will be considered for Petrol variant automatically.
